Most agents have never read Chapter 19.41. Most have never filed a transient occupancy tax return. When they price your vacation rental, they price it like a house — and you lose money on the difference.

 

The one rule that decides your sale

Your VHR licence does not transfer. The City says so directly:

"Vacation Home Rental license(s) are Non-Transferable. If you sell the residence the license does not pass to new owner. The existing license would be terminated, and the New Owner is required to apply for a new Vacation Home Rental license."

Almost every other company describing this market gets it wrong. If you sell assuming the licence passes, you lose the buyer in escrow — after you have already cancelled bookings and gone off market.

So the first question a serious buyer asks is not about comps. It is: can I even get a licence? In a city capped at 500, with a five-licence limit per owner, that is the deal. Getting one means a fresh application, roughly 90 days, notice to every owner within 300 feet, a Building & Safety inspection, a septic certification dated within a year, $1,000,000 in liability cover — and penalties up to $5,000 a day for operating without a licence.

Which is why we prepare a re-application readiness file for every seller: licence history, septic certification, dimensioned floor plan and parking diagram, inspection records, proof that remodels have finalised permits, and tax filing history. Your licence cannot transfer. Your compliance record can — and it is worth real money to a buyer who is staring at that process.

A second option worth knowing. The ordinance covers stays of two to thirty nights. Rent for 31 nights or more and you are outside the vacation home rental rules entirely — no licence required. Useful if a buyer cannot obtain one.

The income lens is the one that matters here, and the one most agents cannot build. On local averages, a self-managed property runs about $21,000 in net operating income. At the 8–9% cap rates disciplined desert buyers apply, that supports roughly $236,000 to $265,000 — sitting almost exactly on the local comparable sales band of $247,000 to $276,000.

House prices here are falling while rental income holds. That gap is your opportunity.

A 29 Palms listing earns about 85% of a Joshua Tree listing while competing against one-fifth the supply. Supply here is shrinking and local RevPAR is rising; in Joshua Tree supply is surging and RevPAR is falling. Meanwhile median sale prices here dropped 9.73% year over year while the income held. Three ways to sell

Cash and as-is. For deferred maintenance, an unpermitted addition, a septic problem or a timeline measured in weeks. Unpermitted work carries a double penalty here, because it also blocks your buyer's licence — we will tell you plainly what as-is costs you versus remedying it.

Reposition and hold. Sometimes the right answer is not to sell. A refinance can release capital while you keep the asset, and converting to stays of 31 nights or more takes you outside the VHR rules with a fraction of the operational load.

FAQ- Questions owners ask

 

Can I pass my VHR license to the buyer?

No. Licenses are non-transferable. The license terminates on sale and the new owner must apply for their own. Any agent telling you otherwise is misinforming you.

 

Does my rental history raise my property value?

It can. Local comps are down 9.73% year over year while income has held. Presented as a documented income asset, the property can command more than the same house presented as a plain residence.

 

Do I have to cancel my future bookings to sell?

No. A confirmed forward calendar is evidence for a buyer, so we market it rather than clear it. The reservations, deposits and platform accounts are sequenced deliberately in the contract, because the license terminates at closing.

 

Furnished or empty?

 

Furnished generally presents better — expect a partial premium, not replacement cost. An itemized inventory schedule supports the price far better than a blanket "furniture included".

What if I have unpermitted work?

 

It has to be disclosed, and it matters more here than in an ordinary sale, because unpermitted work delays VHR license approval. We will tell you whether to remedy it, price it in or take the as-is route.

What about tax?

 

A 1031 exchange can defer gain on the real property but does not automatically defer depreciation recapture, which can run up to 25%. Furnishings in a turnkey sale are generally not like-kind real property. These are fact-specific questions for a CPA — we will refer you to one.

 

I live out of state. Can you handle it?
